Odd way to treat new users

Should this user be unblocked?

SVTCobra has reviewed 2A02:C7C:1018:6E00:2001:C941:A9AA:EA12's request to be unblocked, and the result was approved. The reason given by SVTCobra was: Appears to have been a false positive --SVTCobra 18:47, 30 December 2021 (UTC).Reply
You should now be able to edit pages as normal.

I tried to add a suggestion to the talk page of a new article but was blocked by a spam filter, saying it matched a rule if "cs-spam". I was trying to add the following:

I would also suggest turning the focus to the oppressed rather than the oppressor. For example, the article should be called "Women's rights further restricted by Taliban".
