"CNN neighbors"
editClarifying my edit summary because I treated Culinan as the speaker, which it is not. ... So, if we take the sentence "Connie Moganedi, a spokeswoman for the police department of nearby Cullinan, told CNN neighbors from other lodges nearby attempted, but were unable, to save van Biljon." and eliminate what's between the paired commas, we get: "Connie Moganedi told CNN neighbors from other lodges nearby attempted to save van Biljon." In this simpler sentence, it appears to me we need something between CNN and neighbors. For example, I wouldn't write "Bill told Jim Bob is a nice guy." It should be, "Bill told Jim, Bob is a nice guy." or "Bill told Jim that Bob is a nice guy." Cheers, --SVTCobra 17:36, 22 August 2019 (UTC)
