Third paragraph
editThis paragraph makes mention of "billions of dollars" but doesn't explain how this economic damage could have occurred. Is it lost sales, is it cost of enforcement and maintenance of the registry? Can you expound a little on this? Cheers, --SVTCobra 01:32, 29 June 2013 (UTC)
- I don't think there is much clear documentation on this. There is some, though, on Wikipedia: the consensus seems to be that it's related to government inefficiency.
