I don't move the identity of the speaker because of your and my differences about what constitutes correct punctuation. Keeping the original order allows me to accommodate your beliefs without compromising mine. If Wikinews had a big group of reviewers whose views on terminal punctuation were as varied as the general population, and there were no way to predict who would review which draft, I would probably move the speaker tag in the way you mention here every time. I had a habit of it during my early months at Wikinews.

They were two different courts, one in Massachusetts for the extradition bit and one in New Hampshire for the plea. The fact that America has Springfields in every state of the union (two in some) doesn't help us much here. That's why the Simpsons is set in "Springfield." I don't know in what state Tuesday's plea-entry occurred; I didn't find it in the sources. The phrasing I settled on leaves some ambiguity as to whether "in New Hampshire" means where the plea was entered, or where the crash occurred.
