Just a note: the articles linked to this WikiNews story say that the growth rate has been reduced TO 2.7% - not reduced BY 2.7%. There is a big difference between these two statements.

I believe the thrust of the article may not be accurate. The way I read the sources, it would seem that the economic forecast had already been reduced to 2.75% back in May, prior to the gas plant explosion. According to Resources Minister Martin Ferguson, the explosion was likely to lead to "lower growth than might otherwise have been the case". It is not stated to what percent the lower growth might be, but it is implied it would be lower than the already lowered forecast of 2.75%.
