Should this user be unblocked?

Chris Mann has reviewed 62.30.249.131's request to be unblocked, and the result was declined.
The reason given by Chris Mann was: Given the number of users likely to be coming through on this IP due to the recent IWF issue, it would be unlikely the actual vandal would see the warning anyway. After discussing with blocking admin, however, I will alter the block to allow people on this IP to create accounts..
Further debate can proceed here, however, the administrator's decision may be final, and the result of administrative consensus.
