Containing and collecting oil spill

Take 8,000,000 round bails of coastal hay, load them on C-131's, open the back door and blow the hay over the spill. Once stabilized collect the oil ladden hay with surface skimmers and process by pressing to remove oil. Compact and bail the comtaminated hay, then burn it in power plants. Send BP the bill!!!!
