While factually accurate, this guy needs to lighten up. I'm assuming his preference is mindless worker drones who never challenge authority? If he wants to reserve valuable public safety personnel for only the large problems, he should work to changing how they react to harmless acts of expression such as this. It is refreshing that the artist chose to use a medium that was easily reversible and not graffiti, also he turned himself in, accepting the consequences (for notoriety?). The logistics of accomplishing the task are also impressive.

They might have a case for financial compensation against Zachary Cole Fernandez should he profit from the prank, although I would think that would also be a waste of their resources.
