I believe it's important to have a local link for the image in all cases, because this link will visibly change from red to blue if there's a local image, and it seems crucially important to have something visibly change when such an image is locally uploaded — which will almost always be what happens when such a problem is successfully addressed: the image becomes locally available. It would be very unusual for such an image to be (permanently) restored on Commons, though I know of one case where it happened (as the deletion was identifiably a mistake; mistakes of course are usually not readily identifiable later on).

It may be desirable to provide a link directly to the commons image using {{hidden use}}, reserving the visible link for local copy. (I should likely give this some thought when there's less review pressure.) --Pi zero (talk) 20:31, 17 May 2014 (UTC)Reply
