This template does not seem to allow for the Grant of License exception for newsworthy picture in our Exemption Doctrine Policy, at Wikinews:Image use policy#Grants of license

I thought non-commercial license grants was the main reason Wikinews does limited image hosting of unreplaceable unfree images.

Have I misunderstood?
