  • Does it have policy influence?
  • Expected figures? Long-term trends?

Cartman02au: good edits. I added one more section about the definition of proficiency. I think it is ready to be published now, but I didn't want to do it myself since I am relatively new to wikinews and I don't know enough about what the standard for publication is. I have published the article as I feel it is ready.

Alex, I found the best way to get a feel for Wikinews is to spend some time reading other's articles - it gives a good insight into how things work. When you do contrubute and feel something is not quite ready leave it as develop and someone else will usually tidy it or publish it.
