Why the Secretary of Homeland Security?
editI've just started an article at w:Public health emergency (United States). But the sources I quote there say that a public health emergency is declared by the Secretary of Health and Human Services (logically enough). In fact, one source specifically denies that Homeland Security makes this declaration.[1] Can someone explain? Mike Serfas (talk) 01:27, 27 April 2009 (UTC)
