- Well, in my opinion the "of" reads more like "federal regulation of privately made firearms, in general" as opposed to "this federal regulation covering privately made firearms". Heavy Water (talk) 05:33, 27 August 2023 (UTC)
- I understand your point. Where “regulation” is used as a mass noun, however, “of” is a proper fit (according to the usage guide, not subjective interpretation); and, in this headline, also avoids the sequential use of “on”.
