I realise it sounds bad out of context, but this is genuinely an example of the United States not meeting a set deadline, and has been used by the impartial BBC twice: "The announcement means the US will miss a May deadline for a pull-out agreed with the Taliban last year", "The US would miss a May deadline". not only that has a problem with future (what if plans change and they do it before the deadline? Moreover they are likely to, but have not missed it yet), anyone reading it would understand they will miss the deadline set by the previous president. And how BBC does things is different from how we do it.

There are two concerns -- this article is a quote-garden. Other, a lot of quotes had their words changed. I don't know why, but I have noticed for a long time now. Please don't change the words of the quotes, it makes verification unnecessarily difficult.
