I think the word "suspicion" is a singular noun.

It usually is. But accusation or claim might be better anyway.

On another note, did little Johnny really say "Expressions of political support should not disbar one from preferment on the merits." ? Such an embarassing mangling of the language.

I doubt he said preferment. Probably consideration? When did he say it? Probably I'm searching for the wrong thing, or perhaps Google hasn't read that issue of hansard yet, but I'm not seeing it.

Just FYI: Salmat also did the Constitutional Convention ballot papers.

During the Constitutional Convention I was involved in the ballot papers going out to the electors, and I can tell you what happened there. We had a contractor—I believe it was Salmat. [1]
