Right to anonymity

- I'd hoped we could link to it, but w:Rape in France doesn't mention it and a search for 'anonymity france' doesn't throw anything up either. w:Censorship in France is equally silent, as is w:Human rights in France, and neither see also section suggests any other targets worth checking.
