When it says "The City of Vaughan wanted to have a motion...", what does "The City of Vaughan" refer to? The city councillors, or popular demand, or what?

Either the council or the actual staff (The City of Vaughan, Inc.). Generally the official governing body of a town has a capital, the actual geographic area isn't. -- Zanimum 18:01, 3 April 2007 (UTC)Reply
