We'll want to eliminate articles from the current headline; and we use single quotes in headlines, double quotes in article body. It's also desirable to avoid pronouns in headlines, as extra words, which in this case can be done with an adjustment to the second verb:

I like that there are quotation marks at all, though. It's not a straight right-wrong issue, but "cites human error" seems more like "they said what the specific human error was" and "cites 'human error'" means more like "they cited the concept of human error in general," this last of which seems to be what happened. If it were up to me, I'd go to print with or without, but I like the second more than the first. Darkfrog24 (talk) 22:52, 12 January 2020 (UTC)
