I understand the title is in line with what other news agencies are using, but it really fails as part of NPOV and keeping strictly to the news. Due to the fact that the article's sources—among other websites and resources that I have checked—do not appear to specify who the "international community" actually consists of in this context, it may be wise to just remove that passage.
