The United States government has accused a Florida International University professor and his wife of operating as covert agents of the Cuban government. Carlos and Elsa Alvarez, both employed by the university, allegedly used a variety of methods to transmit information about Miami's exile community to Cuban intelligence commanders.

U.S. Magistrate Judge Andrea Simonton denied them bond, saying she believed they would try to return to Cuba if released. "As a practical matter, these are people who admitted they were spying," Simonton said. "They would indeed return to Cuba, rather than face the consequences of their actions here."

The Alvarez' were not charged with the more serious offense of espionage, but instead with failing to register with the federal government as agents of a foreign country. If convicted, each could be sentenced to a maximum of 10 years in jail and fined $250,000 USD.
