Well the original heading was more correct (precise). The Commission is supposed ONLY execute policies drawn by European Council; and this is the case. So the Flexicurity represents toady a real movement in the whole EU. BTW. it is the Flexicurity and not the flexicurity as it is a proper noun (like mars, venus, jupiter ... )

European Union goes "flexicurity"? is a rather non-specific title. What does that mean anyway? Please find a title with a more specific verb, since you seem to understand the situation quite well. I'm not that experienced editor and I'm not 100% sure that my Headline would be The Ever Very Best one (in this case) - it's why I've started the discussion. With the heading 'European Union goes "flexicurity"?' I wanted to say, that : it seems that the EU Member States are likely to change (reform) their social and employment policy in the direction, which is known as "Flexicurity" (e.g. in Denmark). (And the latest paper(s) from the Commission, which was charged by the Council to digg farther in shows it.). BTW: The "Flexicurity" is already a kind employment policy - so flexicurity employment policiy is IMHO a sort of pleonasm. BUT if it is easier legible for the "normal" people like this (as it is still rather new term), it's fine too ;-)
Maybe it's still too early to see what all the individual member states will do; Europe is not a social union yet, I think. Do you have a suggestion for a more specific title? Is the current title factually incorrect?
