Based on my own observations. It's not as notorious as, say, the Milly Dowler case (in fact, Tiltman doesn't have a WP page, although she probably should) but it hasn't drifted out of public attention entirely, with documentaries and national papers occasionally mentioning it, oft in reference to Napper. Detective Superintendent Rob Vinson MBE, of Kent Police's cold case team, said: `We have presented a file of evidence to the CPS for their consideration in relation to the murder of Claire Tiltman. Claire's murder has been subject to an ongoing investigation by Kent Police who have never given up on justice for Claire.'

Please see below our statement on this matter:

A CPS spokesperson said: “The Crown Prosecution Service is currently considering a file of evidence submitted by Kent Police in relation to the murder of Claire Tiltman in 1993. We hope to reach a decision as soon as is practicably possible.”

We are not prepared to discuss issues surrounding the suspect or suspects at this stage.

I'm a freelancer writing for the English-language edition of Wikinews, and I'm looking into reports that the CPS is considering a file on the Claire Tiltman murder. That relates to possibly charging Colin Ash-Smith.

I know you wrote a detailed book profiling Robert Napper and conclude in that you believe he is the culprit. The Tiltman case is difficult because there are two apparently viable suspects.

I wonder if you could give me a quick overview of why you believe Napper and not Ash-Smith was Claire's killer. Of course, I respect the fact you cannot possibly know what's in the police file.

That's not quite right, what I said was that Naoper needs to be looked at.... I wouldn't be so bold as to favour one person over another either...

I'm afraid I'm unable to comment further but the basic point I wanted to get across in the ok is that these sorts of murders are so rare that one needs to carefully consider an offense with track record as a plausible and worthy suspect

As we now know Naoper was not sufficiently bottomed put re Rachel Nickell after it was established that he murdered Samantha Bissett. That's the point I was trying to make

Odds and endsEdit

The three emails drawn from have been forwarded to scoop (I didn't bother forwarding the bounce notice). When copyediting, be sure to avoid the moniker "serial killer" for Napper. A serial killer requires at least three kills over at least three separate incidents to meet the definition. Napper has three known kills but they represent only two attacks. Likewise, outside the quote used, don't fall into the trap of calling it murder in his case. That's a pet hate of mine and not an appropriate term for a diminished responsibility killing.
