Corrected to "setback" (noun) from "set back" (verb).

Sorry, allow me to clarify. Portfolios refers to ministerial positions, the current phrasing of powers and responsibility is probably clearer. I took the information from BBC News Online, and had originally took it to mean devolution of power to the districts of the country, but realise that might not be what was meant.
