welcome and thank you for ur interest in contributing to Wikinews. reg. ur query; while a candidate announcing dropping out or well sourced speculation of dropping out is certainly news, i feel that a posting on the blog of a non-notable rival candidate does not make for "well sourced". if this information can be corroborated with reports in independent and mainstream sources such as newspapers, then i think an article is indicated, not otherwise. a look thro' the introductory links above will also help you get a better feel for what kind of content is appropriate for Wikinews. in particular.
