Is it possible to do a local time detection hack with javascript, or allow the user to set their timezone with a cookie (without logging in), or get the server to guess timezone by IP?
Failing that, point to a site that doesn't require Java, like
http://ntp.greenwichmeantime.com/time/pacific_usa_dst_2008.php
or
http://ntp.greenwichmeantime.com/time/minus/minus_8.php
Why use PST, when people in that timezone are on daylight saving time, i.e. PDT?


Also, http://en.wikinews.org/wiki/Wikinews:Audio_Wikinews#Releases uses UTC.
