Hi. May I ask who you are and what your relationship is to the University of Wollongong class? We are eager to work with students, and understand there are issues with student submissions that do not exist with this particular cohort of users compared to other cohorts on the project. At the moment though, some actions being done by you are counter productive, and setting up additional friction. In the case of Fukushima disaster affecting newborns on US west coast‎, no work had been done on this article to address the review and it had essentially been abandoned. Submitting it for review is clearly going to lead to the article not getting passed. From an educational point of view, it is no different than handing in an assignment a week late and missing a number of key elements required by the assignment. The instructor would be unlikely to accept it, and the quality of the work is going to lead to failure.
