The South Zone Director General of Police(DGP) was issued notice by the Madras High Court Bench to register an FIR against V. Narayanasamy Union Minister of India and General Secretary of AICC.

The notice was issued on the basis of a writ petition lodged by Advocate C.Ramesh who demanded action be taken against the Union Minister for making unwarranted,scandalous and derogatory remarks at slain LTTE Chief Velupillai Prabhakaran and Seeman the leader of the Naam Tamilar Katchi, a political party that holds massive Anti-Congress demonstrations in the state.

Narayanaswamy on May 20th passed lewd and irresponsible remarks at a press conference, at the aftermath of the Naam Tamilar Rally in Cuddalore that saw massive public support. The Union Minister lauded the State Government for denying permission for the rally and called for Seeman's arrest for distributing the photos of V.Prabhakaran and indulging in 'Anti-National' activities.He also blasted the LTTE Supremo calling him as a "a coward, who hid behind women and children at the time of war".

According to Mr Ramesh, the Union Minister was liable to be booked under Section 153 (A) of the Indian Penal Code as the statement was aimed at promoting tensions between the Tamil speaking and the Non-Tamil speaking Indians in the state.

On 18th May, The Tamil Nadu Government cancelled permission for the Naam Tamilar Rally that was to be held for offering solidarity to Tamils in Sri Lanka for the 2009 Mullaivaykal massacre. The meeting was later held indoor in a private hall and saw the participation of many prominent personalities, including Yasin Malik leader of the Jammu Kashmir Liberation Front(JKLF).
