If the us doesnt allow ukraine to do someting, what would stop them from doing it anyways?

This is described in the subject well. But if they do something thats not allowed by the US, what will happen relating to them doing that? Also what if Russia says they are not allowed to defend their territory?

The US will stop giving them weapons. And Russia has already said Ukraine can't defend it's territory.
