What Needs of Their's Aren't Being Met? Public Safety and Employer/Employee Relations?

I watched a video on Nonviolent Communication (NVC) and reading into what he said perhaps, and imagining the emotional emphasis he may have placed on the phrase "it's against Federal Law," i wonder if we can interpret this to mean they have needs that aren't being met, and can't or don't want to change them until they are...

Perhaps needs around Public Safety and Employer/Employee relations...?

I have thought this is simply a case of demanding they return to us a right that belongs in the Commons, which was stolen under false pretense.

It was business interests that initially lobbied the government to make it illegal, and those same industries are still the top ones lobbying for it remain illegal.

I see there's another dimension now, perhaps, if I'm right about them not feeling their needs are met.

Anyone?
