I think they are asking for trouble banning smoking, rather than ban smoking they just need to designate areas for this

I think it is a great move , I work in a state prison and I am tired of the billows of smoke from all the inmates smoking

See, prison is not for smoking. You did bad stuff, you got caught, and now you shouldn't be allowed to smoke. Kind of like drugs, right? Or cell phones? It's a privilege; smoking causes cancer; it's good all-around.
