Duplicate?

Isn't this a dup of Template:Proposed policy ? Cirt (talk) 18:45, 25 August 2008 (UTC)

I think this one is meant to be more general than {{proposed policy}}. However, this one needs a category; is it worth redirecting {{proposed policy}} to this one, and changing Category:Proposed policies to Category:Proposed policies and guidelines (or some such)?
