Concern over non-critical acceptance of imported PD material

2. VOA is fully-funded by the US Government, there should always be a critical assumption of a pro-US, pro-US administration POV; it is not intended for dissemination within the US, this may mean terms are simplified for potential non-native speakers
3. Known source bias should always be considered
