This does not appear to be a very significant matter; but the reluctance of FCO to disclose has been mentioned in previous reports. If the Committee were to get its way, there would be a considerable culture shift in FCO and this could have implication on how UK foreign policy is formulated and executed. More detailed references are needed - to the press reports etc. about the e-gram and the subsequent instuciton to Heads of Mission.
