Needs some background

Hi, sorry to disturb ;), but I think this story needs some further background. Like how is the election held, who's eligble to vote (teachers? parents? all citizens?) etc. I don't think that's commonly known outside the US. --Deprifry|+T+ 15:05, 4 November 2005 (UTC)

Some information about the board and the election:

• The Dover school board has nine members.
• Eight of the nine school board positions will be decided by the election on 8 November. Normally it is not this large of a fraction of the total, but there were many resignations from the board during the last year. Replacements were appointed to the board after the resignations. Elected replacements for board members who resigned must be selected at the next election after a resignation.
• In the USA, local school boards usually have primary control over the public schools. States are divided into local school districts such as the Dover Area School District. The registered voters who are residents of the Dover Area School District can vote for school board candidates. Registered voters can include almost all citizens, including teachers, parents and board members can even vote for themselves. --JWSchmidt 16:56, 4 November 2005 (UTC)
