The article says Switzerland has said this. Do we have a quote where Switzerland have used the term "Collective Punishment"? If not we can't used that word in reference to Switzerland. You could say Amnesty International accuses Israel of Collective Punishment - if indeed they have done. It may be Switzerland have said nothing other than "Israel has not taken the precautions required of it in international law." We cannot word that as "Collective Punishment".
