It's unclear from the cited sources whether David Wilhelm worked on the Customs or Immigration side of the newly merged US Immigration and Customs Enforcement agency (which is now part of DHS), so I expanded the name of his employer to its full title. — DV 05:08, 13 Mar 2005 (UTC)
