double negative edit

It is possible to edit the headline of this article? As it stands, it means that he won a motion of confidence, which is incorrect. It could be altered one of two ways: "Schröder loses motion of confidence", or (quite aptly) "Schröder wins motion of no-confidence" --Crockett 1 July 2005 21:43 (UTC)

Not Bundskanzler, like in the first paragraph

Title edit

It wasn't a double negation to start with. Motion of non confidence can be won or lost by the Chancellor. He wins it if the motion fails, and loses if it succeeds. Motion of confidence is entirely different thing, and I don't even think it was ever held in Germany. Anyway, I moved it to a new title (defeated by...), because he was defeated, regardless of whether that was his intention or not. --Dcabrilo 2 July 2005 01:23 (UTC)

There was a motion of confidence held in Germany proposed by Schröder. His aim was to achieve early elections. In Germany a chancellor normally proposes a motion of confidence in order to have a save majority for a controversial bill. On July 1st, Schröder deliberately lost the vote of confidence. Deputies of the ruling coalition were invited to abstain from voting. The opposition could propose a motion of non confidence. However, this means that a new chancellor has to be elected by the Bundestag within the same vote. Because the opposition does not have a majority in parliament to elect a new chancellor, they did not propose a motion of non confidence.
See Article 69 of the basic law of Germany:
Article 68[Vote of confidence; dissolution of the Bundestag] 1) If a motion of the Federal Chancellor for a vote of confidence is not supported by the majority of the Members of the Bundestag, the Federal President, upon the proposal of the Federal Chancellor, may dissolve the Bundestag within twenty-one days. The right of dissolution shall lapse as soon as the Bundestag elects another Federal Chancellor by the vote of a majority of its Members. That is why the title of the article should be "Schröder lost motion of confidence" or something similar.--SonicR 2 July 2005 19:45 (UTC)
