There is no suggestion in the article that the citzens are up rising, but that leading members of the community are raising concerns of the SHOOT TO KILL provisions.

Protest on the streets are nessecary the sign of citzen concerned over the law - they are doing it by contacting their elected representives as is the normal process in a democracy
Protests on the street are usually a sign that the Polictal process has fallen apart - that isn't the case here yet, simply a debate going on - one that is quite serious - but ordely

editI flagged this as NPOV because I think there has to be far more information regarding the position of the PM and the factors that lead to the new laws. Wolf sorry there wasn't a lot on the PM's reponse until I found the PM Interview, I hope the artical is now is impartial, as it gives him a direct quote response to the Premiers position.

On the issue of shoot to kill he seems to be the only one supporting it at the moment. So no not at this stage, if more support comes out yes.
Maybe the Headline need to be changed to a something that is more neutral, like
"Premiers take on Australian PM on Shoot To Kill Policy"
