Looks like your news brief was interesting enough, and important enough news, that others expanded it into another article. It's fairly common both in the news industry, and the wiki communities.

References vs attribution

Although the story is well backed up with references, none of the statements are attributed, eg we don't know who announced the plan, nor who agreed with the plan. In part this is because the source stories do not provide this information clearly. It would be nice if someone who knows more about these events could clarify who said what, out of the facts given here. Simeon 19:20, 22 Jan 2005 (UTC)
