Ban on all offshore drilling?

I'm confused about this line in the first paragraph "the Obama administration announced a ban on all offshore drilling at least until the investigation into the incident is completed." It reads as if all offshore drilling is banned (hence, a cease in all current off shore drilling operations in the gulf). I believe it's a ban on future drilling operations, not on the current drilling operations.

metric units

Would it be a great deal to add metric units (i.e. liters, km, km² and so on), maybe in parentheses? I guess many people reading this are from somewhere not the U.S. and have no feeling about how much barrels and gallons are. --Ygramul (talk) 16:17, 3 May 2010 (UTC)
