Is this solar sail only for testing purposes or is it being tested for an actual mission? Are there solar sail missions being actively planned currently? What happened with the Japanese solar sails? What is the Planetary Society planning on doing, and how'd they raise enough money to do it??

I cannot parse the story text - has the test occurred and what was its nature? The story has:
"Shot into orbit by a converted intercontinental ballistic missile (ICBM), the Cosmos 1 would be launched from a submerged..."
