Bettel was at the unveiling of a commemorative plaque to the oppression of civilians during the Nazi occupation of the country. It was said in the Commons file description. You don't need to ping the reviewer to see the talk page -- reviewers keep an eye on talk pages, and they cannot complete a review without reading it.

As far as the image description is concerned -- we do not trust descriptions on face value -- I can take a photo and the description may be factually incorrection, maybe due to memory hiccup, or even malice -- there is no way to be certain about it. Someone can wear the same tie at multiple point in time. That also is not sufficient here. If you want to include a fact in the article, which isn't common knowledge, cite it.

And while we are at it, ask this question: "Why is the activity/place important here?" Are we adding all the information just because we have it? Or does it somehow provide more imformation which is relevant? If two competing captions describe the same photo -- prefer the one which is simple, relevant and to the point.
