In my eyes, 'British Government' == Westminster; Westminster City Council is 'Local Government'. "Local representatives of the British government" sound like ambassadors — the UK Gov't didn't step in, the local authority did. There's a difference. — μ 09:38, 1 March 2011 (UTC)
