A few things: hebrew sources (such as this) spell the spokesman's name as Key Zilberman. Another thing - there are no towns in Israel - only cities, villages, Kibutz and settlements. You might call a large-size settlement a 'town', but Kiryat Yam is a city, as far as Israel is concerned. On a side note, he.wiki tells an intersting story about Kiryat Yam (see here). Acording to that, East Palestine Coperation and Keren Kayemet bought the entire area of land in 1928, and in 1939 Gav Yam bought it for development, and started actual building and populating Kiryat Yam in 1941.
