I don't see how the title Israel announces 10 month halt to settlement construction in West Bank makes any sense. Maybe the title should read Israel announces 10 month halt to construction permits for new residential buildings in West Bank except East Jerusalem
Binyamin Netanyahu said "We will not halt existing construction and we will continue to build synagogues, schools, kindergartens and public buildings".
The line halt to settlement construction in West Bank is not true because it is
- except for building in East Jerusalem, which the Palestinians want as their capital,
- except for "natural growth", construction of homes by young people
- except for building of schools
- except for building of places of worship
- more than 2,500 housing units being built or recently authorized.

- Maybe its too late but again the title is misleading - The other example is UN criticises Israel's latest settlement plan, angry reaction from US and UK (talk) which seemed to suggest that the US and UK angry at the UN, which also was not true. I feel the title should give an overview of what the article is about and should not mislead the casual reader.
