explanation

I am only an occasional contributor to wikinews.

I have found, in my earlier contributions, that the wikinews long established contributors often don't explain their concerns in a helpful way that would enable me to address their concerns.

So, please, if you have a concern, I would really appreciate it if you explained yourself here.

better name

A google of the ".mil" domain finds 650 hits under Office of Military Commissions.

A google of the ".mil" domain finds only 13 hits under the singular form

Each captive who is charged gets a separate commission.

So I changed the article to reflect this.
