I don't know whether it's newsworthy or how to say it in the article, but it appears to me that there was urgency in the taking of this decision. CSA decided on Feb 10 and the decision was published in w:JORF on Feb 11. For most laws and executive decisions, it takes a while before publication; publication on the next day generally involves some deliberate urgency. I do not know whether CSA decisions are executive only after publication, as are laws and executive decisions, for most purposes. Submarine 01:10, 12 Feb 2005 (UTC)
