I think the discussion of the possibility of imposing "military tribunals" is out of place, since

  1. This disposition has not been invoked.
  2. There has been since 1955 a deep reform of "military justice", effectively making most military courts just special kinds of civilian courts using civilian staff from regular courts; it is unclear to me how this legal possibility of military courts would fit.
