I can't find any confirmation for any of this: from: http://www.thaimet.tmd.go.th/eng/default.asp which i think is the meterolgic department listed in tha article. (If it is, they could use a course in web design!!!)

Nakhon Si Thammarat Rain, not freezing, continuous slight

There's plenty flooding in the south of Thailand, I believe it has been responsible for the reduction in insurgency activity in the area. See:
