It is clearer now, but you have the abbreviation PA two times before you have the expansion. As we're an international source you need to have the expansion on the first reference (with perhaps PA in brackets). --Brian McNeil / ^talk 19:50, 31 March 2006 (UTC)

I'll add to this section as I go through the article and source, so don't react immediately I may put something here and change my mind...

First point... "Commonwealth court". I'm a Brit, I assume commonwealth has an association similar to the games we just had. Since I'm pretty sure this piece applies to one US state then for an international audience who may attach a different meaning to "commonwealth" you need to introduce your usage of the term. Definitely not something you'd catch on to from inside the US. :)
